Lu Qian, born in 1966 Ningxia, is the professor at College of Economics and Management, Northwest A&F University. 1994-1997, he studied at NWAFU for his PHD degree. 2004.12, he visited Tokyo University, Hokkaido University and other universities in Japan.2010.4-2011.4, he is visiting scholar in University of Aksar, USA. He began teaching in Northwest University of Agriculture and Forestry in 1993, and was promoted to Professor of NWAFU in 2005.12.

　　He was the director of the Department of Economics and Research. The main research directions are the technologies adoption,poverty vulnerability of peasant households, water resources management and policy evaluation, etc. He has published over 160 papers in famous journals such as China Agricultural Economic Review, China's rural economy. He has chaired more than ten provincial level national scientific research projects such as three National Natural Science Foundation of China, the Shaanxi Provincial Science and Technology Plan, the Key Project of the Western Research Institute, the Humanities and Social Sciences Fund of the Ministry of Education, etc.
