Mr. Feng graduated from the Northwest Agricultural University in 1990, then worked in Northwest Agricultural University. Mr. Feng achieved his master degree in Crop Cultivation and Farming System from Northwest Agricultural University In 1997; and Mr. Feng obtained his PhD in Crop Cultivation and Farming System from Northwest A&F University in 2003.
He is director of minor cereals institute of Northwest A&F University (NWAFU), and also serves as a member of nation minor cereals variety evaluation committee,

II Research field and direction
Prof. Feng Baili mainly embarks on the germplasm resources development and utilization, breeding and cultivation of the minor grain crops. Meanwhile, he is also specialized in the study of high-yield crop production such as the eco-physiological techniques research and the sustainable use of plant resources (e.g. improvement of crop quality).

III Courses of Teaching
Prof. Feng delivers courses of "Plant production science”, "Crop cultivation”, "Agricultural Extension”, "Plant Resources”, "Phytochemicals”, "Plant Diversity”, "Subject Introduction” and "Basic scientific research methods” to undergraduate students and courses of "Theory and technology of plant resource development”, "Plant Resource Science” and "Plant Safety” to post graduate students. Currently, there are already 15 master postgraduates and 2 PhD postgraduates having achieved their degrees under the supervision of Prof. Feng. And, Prof, Feng has got 12 master postgraduates and 5 PhD postgraduates at present who are working on their degrees.

IV Academic Achievements
Since 1990, Prof. Feng has dedicated in the researches of germplasm resources, breeding and cultivation of minor cereals, eco-physiological techniques of high-yield crop production, crop quality, and sustainable use of plant resources, such as millet, buckwheat, edible beans, and other minor cereals.

Since 1990, Prof. Feng has dedicated to the systemic research of minor grain crops like millet, buckwheat and edible beans etc. in many aspects, including the molecular genetic study, eco-physiological study and the field study, from which a great variety of significant achievements have been obtained.
Hitherto, Prof. Feng has successfully accomplished the national science foundation project ‘Selection and identification of the superior gene resources of buckwheat and the genetic study of flavonoids trait (31071472)’ and is now taking over another national science foundation project named ‘Study of the population structure, physiological traits and micro-meteorological characteristics of millet under arid conditions (31371529)’. In the meantime, he is also holding the national special funding projects of the technical system development of millet and foxtail millet industry (CARS-07-12.5-A9). Besides, Prof. Feng is in charge of the projects of technology demonstration of special minor cereals production in Northern Shaanxi of Shaanxi Province (2009K03-03), study on the introduction, identification and cultivation techniques of green beans, little beans, and other beans(20010204010), and the Tang Zhongying Breeding Fund project of Northwest A&F University, (2009-2012), etc. Prof. Feng has participated in the management of national trials of minor cereals (1998-present), efficient use of integrated technology and industrialization demonstration of buckwheat, beans of Ministry of Science and Technology (2006BAD02B06, 2006BAD02B08), the national Industrial Technology Systems of edible beans (2009-2013), Industry Plan of Ministry of Agriculture (200903007, 200903008), minor cereals production without tillage and high yield cultivation techniques, 863 plan project of Ministry of Science and technology (2006AA100201), an industrial system of minor cereals of Shaanxi Province (2009 -) and so on.

Prof. Feng has involved in the breeding of new varieties of tartary buckwheat Xinong 9920, Xinong9909, Xinong 9940, new varieties of kidney beans, dark red kidney beans, black kidney beans, purple round kidney beans, red kidney beans, etc., and the new Varieties of pea westernpea 1, new Varieties of mung bean Westgreen 1, new varieties of alfalfa Xinong 9707 as well.

Prof. Feng  has participated in the compiling of the books of "Chinese minor cereals”, "The Origin and Development of crops” and "China dryland agriculture”, "Minor cereals Industry Development Report of China”, "Guide to Minor cereals Industry Development in China”, ’The 1st international millet symposium proceedings’ "Minor cereals Industry Development in China” , "Tenth International Conference of buckwheat treatises”, "Pearl millet”, "Agricultural Extension”, "Scientific method”, "Crop Science”, "Yulin minor cereals”, "Ningxia minor cereals” and other teaching materialsincluding 4 laboratory instructions; Moreover, Prof Feng has already published more than 70 papers in the journals of "Physiol Plant”, "Ecology”, "Crop Science” etc, in collaboration with the co-authors, and he is also involved in the establishment of minor cereals website (www.mgcic.com).

Prof. Feng has obtained 5 Scientific and Technological Progress Award:
