Short-bio of the speaker:
Bilal Barakat is a Research Scholar at the International Institute for Applied Systems Analysis (IIASA), he got his BA degree in Mathematics from the University of Cambridge and his MSc in Mathematics and Foundations of Computer Science from University of Oxford. He holds a PhD degree in Educational Planning from University of Oxford, with a portfolio of expertise in various aspects of educational planning and policy, especially in developing countries. He has specialties in statistics and modelling in support of public policy analysis, educational planning, education management information systems (EMIS), education and development, education and demography, education and migration, educational reconstruction. He did consultancy work on various aspects of international and UK educational development including higher education quality assurance, education in post-conflict settings, teacher training and recruitment, for UNDP, UNESCO, the World Bank, and for national agencies in the UK. His publications include articles on leading journals like International Journal of Educational Development, Population, Space and Place, as well as some monographs and academic reports.
