It is specifically implemented by the Russian Ministry of Foreign Affairs and the Ministry of Education, and is a publicly funded Russian scholarship for study abroad. Chinese students who are subsidized can receive scholarships provided by the Russian government and preferential policies for exemption from tuition fees and accommodation fees. The project involves the Russian People's Friendship University, Moscow State Research University of Technology (MISiS), Peter’s University of Technology in St. Petersburg, Moscow Power University and other famous Russian universities. The length of schooling is 5 years, including 1 year preparatory course plus 4 years’ undergraduate course.
